Unlike Hand Wash training where the objective is remove all UV GERM particles to show effective hand washing technique, alcohol Hand-Rub training employs the same principle, but in reverse i.e. total surface coverage of hands and wrists in UV GERM particles,    to emulate total hand sanitizing.

Effective protection using alcohol based hand sanitizers depends on how well the hand-rub is applied!  If the hand-rub is quickly smeared over the hands and not rubbed well in, then there are likely to be areas of the hands and wrists, that have not been properly sanitized!

Sanitizing Hand-rub demands the same degree of care and application technique, as used in Hand Washing.
